Why would anyone want to change it? I think it's absolutely fine that the politicians are hoisted on their own petard do to the insane beurocracy that they impose.
I don't believe that there is any technical problem. After all, the rest of the world manages to use e-mail, and have no alternative but to accept the environment in which they operate.
It seems to me that the politicians just want to weedle out of the tangled web that they have created.
As you suggest, it unlikey that we are dealing with a technical problem, but I will be interested to see what sort of response Windows IT Pro gets.
