Defining user requirements

Shahid found this clever tool for defining user requirements: stpBA Storyboarding. I would be interested in hearing from both developers and contract officers as to its usefulness.

Seems simplistic when compared to simulation or prototyping software, especially for development of web apps. iRise and Simunication both offer software (and the latter also as a service) that allows the application to first be simulated for stakeholder approval of requirements.
