Wouldn't it be better for this conference if they simply pursued knowledgable folks vs sitting back and hoping for the right folks to apply?
Feels like an oxymoron for an EA conference...
They do both; I got this notice in my email. They contact people who are well known in the field as well as people such as myself, who are familiar with the field.
You can't know everyone, so you contact the people you know about and put out a Call for Participation so you can find new people.
I put these notices in my blog because some of my readers are interested and would not otherwise learn about it.
